The Republic of Cuba has subscribed bilateral agreements with several Ibero-American countries covering different economic integration areas, through which a preferential treatment or tax lowering system has been established for determined products by both parts' common agreement, based on the two preferential systems the Cuban Tariff Regime relies on:

  • A set of commodities arising from the member countries of the Commercial Preferences Global System, that manure tariff duties lower to those of the Most Favored Nation (MFN);

  • A set of products negotiated under Partial Range Agreements with countries belonging to the Latin American Integration Association (ALADI) that manure lower fees than those of the Most Favored Nation.

These Agreements, depending on all member countries participate or not, can be Regional or Partial Range.

In accordance with the topics they are referred to, the Agreements respond to the following modalities: (a) Renegotiation of historic inheritance; (b) Commercial; (c) Economic Complementation; (d) Farming; (e) Trading Promotion, and others.

Finally, according to what is disposed by Article 25 of the Montevideo Treaty 1980, all member countries can subscribe agreements with no-member countries and Latin American economic integration areas, always within the aforementioned ways .

The countries with which Cuba has subscribed and effective bilateral Partial Range Agreements are:

Cooperation and exchange of wealth in cultural, educational and scientific areas. Its purpose is to form a common market of cultural wealth and services. Because of the successive adhesions until the participation of all member countries, the First Additional Protocol establishes its record as Regional Range Agreement No. 7.

Liberation and expansion of the regional seeds trading.

Additional Protocols:

(#1) Embodies the common list of seeds favored by the Agreement's liberation program.

Cooperation and exchange of wealth in cultural, educational and scientific areas.
This Agreement is registered as Regional Range Agreement No. 7, in virtue of the First Additional Protocol to the Partial Range Agreement subscribed under favors of Article 14 of the 1980 Montevideo Treaty, No. 7 (AAP.A14TM/2).

It establishes the Regional Tariff Preference (RTP), in agreement with foreseen in Article 5 of 1980 Montevideo Treaty and in Resolution 5 of ALALC's [ALADI's ancestor organization] Ministers Council. This Agreement fixes RTP's basic rate on 5%.
